For the record -- will you state (at least to the RCs) what it means
for them to cast a yes/no/abstain vote. There has been discussion as
to whether or not P4 requires them to vote on an exact proposal for
change (which we have produced) or whether or not they can simply
vote yes/no/abstain on wanting to have a referendum on a policy
change.
The specific relevant portion of P4 is:

8.1 Initiation
A referendum on policy modification is invoked when a majority of the
FidoNet Regional Coordinators inform the International Coordinator that
they wish to consider a proposed new version of Policy.

My question for you revolves around the interpretation of the phrase
"consider a proposed new version of Policy" -- i.e. does it have to be
a very specific new version, or can they simply inform you that they
want to change policy with the specifics of the change yet to be fully
decided?
I have my own opinion -- and have stated it in the past. But in this
case, it is your opinion that is the relevant one.
