Both the summary and the revisions have been published. The entire
policy was not published to save space, only the sections which are to

Ward says that there is a RC only echo called REGCON. If you are
not connected to that, perhaps you should ask. As to Ward
distributing the draft revision again there or in netmail, that is up
to him.

And what do you see as being "the process". P4 simply says that a
majority of the RCs request a referendum for a policy change. Ward
has now taken the additional pro-active step of asking you and the
other RCs to this echo where I think he intends to ask you to vote on
such a request (with the specific draft proposal in mind).
If you want to filter out the rest of the side talk, that is certainly
not an unreasonable thing to do.
