What does the app say it's trying to create? What's the history of this app
on this machine? Is this a sudden failure or has it never worked?

I'm presuming from the message that it's a subsidiary component that's not
being created. So what's the primary?

And check the event log, perhaps there's something going on there?

(There's a good reason for making a small effort when reporting failures.
Some context and the OS actual error code gives you somewhere to start.)
