No.  It still provides the feature of "register list".  Even if
it didn't provide a register list capability at all, it still
wouldn't be fucked by design, it would be merely "not having
that feature", and you then have to decide whether it is pretty
poor the modem not having that feature when you've paid XYZ
price.

With the USR, you can either say:

1. It is fucked by design.

or 

2. It doesn't have the autobaud feature.

You can even back number 2 up with the fact that there's nothing
in the docs to say that it autobauds, so why should I expect it
to autobaud.  Which is true.  All I can then say is that I paid
$600 for a modem without autobaud, what a ripoff!

Well at work we use WYSE terminals, and if someone wanted to 
work from home, work could lend them a WYSE terminal and a
modem.  That's just an example of how someone could be using
them.  I actually use a PC and software to EMULATE a dumb
terminal, ie Telix or Binkley for when dialling BBS's.
