I wrote a Windows DLL which has some strings in a string table.
WinLoadLibrary succeeds in both 16bit and 32bit OS/2 programs, but
WinLoadString fails and WinGetLastError says that the resource was not
found.

If I have time, I'll try with 16bit OS/2 DLL and a Windows program. (and
the other combinations as well: 16bit OS/2 DLL + 32bit OS/2 EXE, 16bit Win
DLL + 32bit Win EXE, 32bit Win DLL + 16bit Win EXE, and...)
