For the following reason: When an OZ node calls a 000- node outside OZ the exact same string of digits is presented to the dialing routines as when the node to be called resides inside OZ. Consequently the very same number will be dialed. Therefore when it is dangerous for OZ nodes to have 000- nodes inside OZ, it is also dangerous for them if they appear anywhere else in the world.
