Comments have never been safely strippable from HTML.
You'll notice that there is a comment inside the HTML comment...
How should that be handled by an HTML processor that doesn't understand
'script'? The convention is to comment out the contents from an HTML pov.
This is discussed in the HTML 4.01 specification.
You may not like it, but that's how it is.
