If NEA was a "union" in the normal sense of the word, it would want
better working conditions for its members instead of advancing some
ultraliberal agenda. That would make the NEA the strongest imaginable
supporter of alternative schools for troublemakers and getting rid of laws
making it impossible to expel disruptive kids because they are designated
"_emotionally_ handicapped", and oppose mainstreaming of grossly-handicapped
kids.

to are conflicting with that (on matters like I listed).
