Janis,
     Thanks for your 'two pennies'.  The town that this occurred in is
neither a big city, nor too rural.  Since I live more than 30 miles from
work, I don't really know enough to speculate on how things are run there. 
All I know is what I've seen.  I've heard that their police department is
considered understaffed, so perhaps the same goes for the EMS as well.
