Anyone on the ballot has either gathered enough signatures on a
petition, or is known personally by the Nominating Committee.
That helps ensure a "vetting process" is working. As to whether
the low voting percentages indicate the system is broken, or
working just fine, is open to interpretation. Suggestions?
