In one way of looking at it -- that is what you have, a full ASCII
version which shows what is replacing what. E.g., rip out the old
section 8 and replace with the new one. You can read them side by
side to see how the changes were made. In some cases it is only a
few words that are changed, or (as in the impeachment of IC section)
only references to the other section numbers which changed. In other
cases, the entire sub-section got replaced.

I can work on putting current P4 into Word, and then doing the changes
with change bars etc. I think that I can produce a PDF file from it
(I have a free utility that prints to PDF). It will be at least this
weekend before I can begin, but it should not take long. Send me your
email address where I can mail it when I am done.
