Cut the radiator and radials shorter.  Especially, cut the radiator until the 
SWR gets lower toward 146MHz.  Then trim some off the radials until the SWR 
starts to go up again.  Then bring in the SWR while cutting the radiator at 
146.5MHz...
Can you draw an ASCII configuration of this antenna?
