There is no Win 3.1 to Win 3.2 upgrade... there IS a WIN32S add-on for Win 
3.1/WFWG 3.11... 
It allows Win 3.x users to run programs written specifically for WIN32S... 
the 'S' stands for 'Subset'-- only part of the full Win32 command-set are 
included.
Some applications have been written for Win32S... including, for example, 
Adobe PhotoShop... but most Win95 programs require Win95 or NT.
