Also getting hemp seeds would most likely label you are a "manufacturer". 
Knowing the gov they probably would say 10 seeds have the potential to 
cultivate xx acres of land - and thus place you under the death penalty - all 
the while confiscating your home, cars, bank accounts and literally 
blackmailing you for all you have in return for a life sentence as opposed to 
the death penalty.
