I watched the actual connect message for that particular call (and every
one to your board since then), and it was indeed initially 26400. 
Unfortunately, I had to switch off the modem as it had hung completely, and
this reset the link diagnostics stats for that specific call.  If you
logged 28800, it was almost certainly a 26400/28800 connect.
