AFAIK, it is a configure or compile time option... i know that it has been
around for several years... at least since v1.something came out... you can get
versions of binkd compiled with different compilers and also different
options... perl hooks is one of those options... i don't know if it is in the
stable stuff or not... i think it was in the last stable release but can't find
a copy of it on my system to verify... hopefully tommi or someone else will
chime in with more info...
