Unbelievable... it -IS- misleading.  I read it with the understanding that
the people listed were in full support of it.  Any rational person would
read it that way. The obvious purpose WAS to make it look like it had more
support than it really did, and the use of administrative node numbers to
add weight to the supporters proves it even more so. It was a lame attempt
to soup it up and add weight to it.
