Generally I go for an approach where I look for a default INI file in the _current_ directory and provide either an environment setting or a commandline parameter (or both) to allow alteration of that, with commandline taking precedence over environment which obviously overrides the default. This would allow multiple users (with multiple desktops) to have icons that have a parameter pointing to THEIR INI file (or CFG file or...).
