You don't need the toolkit to use rc.  Check your INCLUDE path for typos.

I had this problem once, but it was something simple like this.

If the .rc file has the same name as your .exe, all you should have to do
is run "rc myapp", if myapp.rc and myapp.exe are in the current
directory.
