With SIO insure you issue a "SU LOCK 0" command to unlock the port's
baudrate BEFORE executing the SDL flashcode.  Once the flash has been
performed you can reissue the command to relock the port by issuing, "SU
LOCK 115200".  Replace the 115200 with whatever baudrate you were
actually locking the port at.  Failure to unlock the port before
flashing the code results in the Error (15) handshake error you describe
above.
