All that has done is evoke MORE discussions amongst the proposers about
what should be in the summary document, so far NONE of what has been posted
here is a full replacement Policy as required by current Policy (section
8.5).

So far no proposed Policy has been posted, so there is NOTHING to discuss,
at least not in this Echo. If all this was NOT sorted out 18 months ago,

Correct, however the absurd level of chatter here is clouding the task
being placed before the RC's, and that WILL drive away those RC's that are
less than comfortable discussing things in English.

I have been connected to REGCON for about 3 years (or 3 days after I
discovered its existance), its traffic has been very light and I susp[ect
its distribution is not complete. At the moment I suspect posting to that
Echo would guarantee failure of the referendum.

As described in Policy 4 along with the assistance provided by Ward.
Without Ward draging people into this Echo to get things moving, NOTHING
would have happened.

IF I decide to "filter" anything, I will "filter" it
totally by leaving this Echo. I spent 5 hours reading and writing messages
yesterday, thats 5 hours of my weekend. I expected to spend perhaps 1/2
hour when I woke up. That is the level of interest I have in this and also
the level of concern that things are going seriously wrong somewhere. The
SOLE cause I see is the stupid political annoyances of some (non specific)
people.

What most of those backing this change fail to realise is that almost
no-one will get 100% of what they want out of this new Policy, their
expectations are FAR too high. Provided the proposal even gets to being
placed before the RC's, the only thing they WILL get from that step, is a
RESULT... whatever that may be. The output of the RC's could be -
  - A recommendation that the IC call for referendum.
  - A recommendation that the IC NOT call for a referendum.
  - No output!

Thats ONE for, and TWO against... even now thats not looking too good...

To me, the above process is a no brainer, it should happen easily, and yet
its not. And why not... just look at the messages in this Echo, the answer
is in there.
