you don't have enough conventional memory.  Try and shove a few
tsr programs into upper memory and see if that works.  If you do
have enough memory then try reinstalling the game.  you could
have a corrupt exe file.  I've seen that message before when
trying to run a 12K exe file.  I replaced it and it worked fine.
