What people want with perl being available on a multi host server is the
ability for each to upload their own executable code so they can build
complex functions into their websites. If you allow them to upload their
own executable code then it's the same problem as if you click on any
executable that you get in an email. It can't be secured any more than you
could secure outlook by using the runas option.
