True, but I'm just citing how it failed in a state where _Clinton_ was
governor (and the guy pushing it)...not whether it failed in states with
Democrat governors or Republican governors.

It does in this state.
And even in states where tenure is no issue in teacher motivation,
teacher _hiring_ is a state matter beyond the control of the federal
government.
Tenure _is_ an issue in school reform, if only to the extent that
_current_ teachers will be with the schools for decades in most all cases,
and thus new hiring standards will not significantly impact the workforce for
decades.
