We decided to do differently, since we don't want to burden youth 
participants too much.
Also, the adult leaders who will stay with the boys have some of their fee 
paid by the association.
But staffers will be on their own.

The problem is that in many other countries there are even less people who 
can afford it!
Anyway, here in Italy most of the youth fee is paid by AGESCI, with only a 
fraction being charged to the boy or girl.
 JR> If it does not cover part of the fee it is easy I won't go :-( 
I don't know about your scout association, but here in Italy the list of 
participants has already been finalized.
