Major misconception seems to be lurking in that question.
You and a friend go out and buy 56k modems, you ain't gonna
get no 56k connects.  
The 56k technology is client/server and the two modems are
different.  Likewise, you only get 56k in ONE direction, from
server to client.  The other direction, from client to server, 
is still v.34+.  It is quite likely that MOST 56k servers will
be ISPs and some BBSes.  Since the server must have a digital
connection to the telco, IF you get THAT, then you should be 
able to do ISDN connection to telco and get 128k connects to
others who have the requisite digital connection and do without
the 56k mmodem.
