i won't mention that LS_ARRL.RUL didn't come from this system with that
date on it... it's last revision, as stored on this system, was back in
2013... the one for TUB is also really bad as it is 2k in size over here...
this is also one reason why the MOD UPDs for these areas have had a empty
RUL line in them for the last decade+... with the old system, they would
have been flushed after some period of time of not being updated by a MOD
RUL...
