No, you can't promote an NT4 member server to PDC/BDC and you can't demote
an NT4 DC to member server.

We didn't to that at my company, we build a separate AD forest with one
domain and established trusts between our NT4 resource domains and the AD
account domain.  The AD domain essentially replaced our NT4 master domain. 
We still haven't migrated the NT4 resource domains to AD (no time, no
people, no money).
