We just ran into a situation with a non-member that caused all kinds of
problems....  Seems this sailing co-op isn't a member of any IYRU club
and in the IYRU rules that most of us sail under, one of the clauses
says that all boats must have some affiliation to an IYRU club.  When
they were involved in a collision, we had a hell of a time getting a
protest committee for a hearing.
