I'm not sure about W98, but here is one site with instructions for how to
download all of IE6 for installation on another machine:

Again, I don't know about W98, but Windows Update Catalog can present items
for download and later install. It ain't easy! To find this, you go to
Windows Update. There is some options choice on the left pane. That allows
you to add Windows Update Catalog as an item to select.
