  "supported the proposal in its entirety" does not mean "agreed with
  every line".  That is the point I have made and will stick to.

  fair and accurate representation.   The distinction depends on the
  definition of "agreed with", and on that we will have to agree to
  disagree.

  Approval and agreement meaning that it was suitable to ask the RCs to
  vote to put it to a referendum.

  The preamble shows that this is not the invention of a few isolated
  individuals, but that it had contribution and discussion amongst a
  diverse group of people.

  But as you say, the document stands on its own.
