subject: Referendum process

Hello All.

Here is how I would like to see a policy change referendum proceed:

Initiation:

Should still be initiated by the RC's of the network. The requirement
should be a quorum of at least 30% of all RC's of the network. The vote
requirement should be a simple majority of 50%+1 of the quorum needed in
order to start a referendum.

Referendum:

Every *C in the network gets a vote in the referendum. Regardless of the
number who vote, a simple majority of 50%+1 of all the participants in the
referendum is all that's required for the referendum to pass.

Ratification:

The policy change is ratified if the referendum passes. That is all.

Thorough the entire process, it should be stressed strongly from /all/ *C
levels the importance of participation in the whole process, and the
obligation of *C's to inform their membership of the proposal and
referendum, and let their net/region/zone's will be known. Those who do not
exercise their right to vote do not get any say in policy change.

IMO, this is the most democratic way for a policy change referendum to
proceed. YMMV, of course. This is not a proposal, but feel free to discuss
and/or adopt any of these ideas if you think they have merit.
