Get ready for _heavy_ pressure to inflate grades if that scholarship
program gets passed.
Every school district and every principal will seek to avoid like the
plague the reputation that his district or school has fewer HS grads go to
college than the next, and you will be in the same situation that my HS
physics teacher was when a bunch of grossly-unqualified rich kids took his
course and were risking not graduating by failing. The principal leaned on
him heavily so no country-club kid would not graduate.
