IMHO, and this is purely opinion, someone without a basic understanding of routing in his own Zone, some awareness of interzone practices for international echos, and enough echomail diagnostic and topology awareness to inspect and understand Kludges isn't competent to be a moderator. Secondary topic moderators working as assistants to a qualified SYSOP or Point moderator might be the exception. Of course, maybe I'm presumptuous with the concept that volunteers should be competent even if listed SYSOPs.
