  You're entirely correct. I knew this, but never put the two
  togeather. I'd used that information to recover hosed desktops by
  looking at the !!! files to see if they existed and comparing them
  to the INI remaining. For some oddball reason, I always thought
  that both files were locked and could not be copied.
