It failed in Arkansas, with the teacher's union there angry at both
Clintons (Hillary ran the program) from the start. Not only the union but
individual teachers felt "left out" of planning.
As for "teacher motivation", I don't see how a federal program could
deliver that when tenure is a state matter.
