Hi everyone,

There's been a bit of stink concerning whether to post a complete,
whole document here for you RC's to vote on.  I'll be more than
happy to do so, but I think none of us want to wade through several
amended versions.  So...

In the next few messages, I'll post the proposal again (as before),
with some thoughts on possible changes, and ask for your
suggestions on changes /you/ feel should be made.

Once you reach a consensus on the TEXT of the proposal, I will
incorporate them into a whole document, and post that.

Keep in mind that objecting to a point is, in effect, a "vote" on that
particular item or value.  With that objection, I hope to see your
alternative text or numbers.

I will keep track of your comments and suggestions.  :)
