Actually, those discussions had far less to do with the content of
the document than they had to do with the manner in which the list of
participants was presented. It is unfortunate that those complaints
were not posted a year ago when the summary was put before the
participants for approval. Nevertheless, I would hope that the
target group (the RCs) can get past that discussion and focus on the
content of the replacement policy itself.

Agreed -- he is taking a pro-active step as he had indicated he would
