No new moderator was elected.  Therefore, there was no need
to "pass the moderatorship" to anyone.

The participants chose to have an election.  The candidate
failed to receive a single vote.  Therefore, there was no "winner".
The participants could have chosen to have a vote by acclamation,
but did not.  The vote was cast by ballot.  And none were cast.

Do note the difference.
