Get a list of all those which race.... make a schedule and assign one person 
from the list per week.... if they refuse to do it... don't let them race.... 
that way everyone takes a turn, the race gets done efficiently, and each 
racer only gives up one race per series or two (if there are a lot of 
racers)...
