That sounds similar to the DART (Dallas Area Rapid Transit) policy. I don't
think there are seasonal restrictions. There are restrictions as to peak
hours and bikes are restricted to certain routes. My impression is that it
is just enough to appear to be 'bicycle friendly' while being utterly useless
in practice. Currently the push is for bike racks on busses, which would
eliminate the argument about carrying them on busses during peak hours. But
I think DART feels that cost, time required to load and unload, and the
potential for law suits should a bicycle get damaged, make racks
unacceptable.
