The difference is in what the modem looks at and what it reports. As I read
your question you wanted to be able to dial without the modem recognizing a
dial tone (recognition is part of 'adaptive dialing'). In the Courier line
settings of X0 and X1 disable it, most Sportsters will work the same, an AT$
should tell you.
