Can either the election coordinator or yourself tell me
how many votes this Allen character received in what has
been described at "the 2016 moderator election"?

I counted no votes.

What constitutes a "winner"?

I had always thought a "winner" had to have more votes
than some other candidate or candidates.  Or at least a
plurality of votes, depending on the rules of the game.

But an election with only one candidate, who received
no votes?  How does that make him a "winner" of anything?
