If you want a lower number (higher level), use the undocumented #T command;
 for example:

AT #T9

(-9dBm) is the equivalent of:

AT %L9

'cept that %L won't accept anything lower than 11.  Austel at work?  The #T
setting shows up as %L in the &V dump.  Also try "\S" to
explain the &V dump.

Oh, and FYI I'm using the following changes to my previous config:

AT &K3
AT #K0 #T9
