Binkley is very much capable of locking the port - it _does_not_ need a 
locked fossil. All you need are the following lines in BINKLEY.CFG:
Port      2
Baud      57600
LockBaud
Autobaud
Carrier   80
Locked fossil has no impact on the actual throughput of the modem. Locking of 
the port was needed in the past for some absolete software/modem 
mbinations.

If you does not need a long feature list, but a reliable modem opration on 
the impaired lines - get 6.10. I found 6.14 as a most bugfree among the 
others, but not so good on the impaired lines as 6.10.
