  I actually doubt that... why?  Consider when the SNES CD was probably being 
considered.  Even if it was 1993, a 1X CD drive would have been a bit 
expensive to reasonably put into a console.  The PSX had a 2X in 1995, and it 
was still relatively expensive upon release.
  Also, the CD drive is just one part of the entire PSX system.  There's the 
CPU, the RAM, the video & sound chips, and so on.
