Apparently.  But it's anyone's guess as to why it would send McCoy back to
a critical focal point in history, then send two more people back to undo
the effects of what the first one did.  Unless it's just bored, as you
suggest.  Things within the immediate vicinity of the Guardian do seem to
be immune to the effects of time line changing
The Focal Point theory doesn't come from the Guardian.  Spock comes up with
it after they've travelled back.  His reason for recommending it is that if
it isn't true, they're screwed (which is probably a logical fallacy or two
if we want to quibble and identify them).  Ultimately though, it's
technobabble to say that Edith being a pivotal figure in history somehow
draws time travelers to her.  We can accept it to see the story, but best
not to think about it too much.
The Guardian's own backstory is also technobabble and contradictory.  In
one breath it claims to be self existent, and a few breaths later claims to
have been made.
