    I'd rather see empowerment of _taxpayers_ (who pay the bills) generally, 
and _parents_ with kids in public schools (who have most at stake).  
    You are talking the equivalent of empowering the UAW locals by 
decentralizing authority within the UAW, I am talking empowering car buyers.
