I could have put that slightly more clearly, I guess.  What I meant was
that the &W0 problem specifically related to the Spirit EPROM
controller code, and despite several complaints, the problem persisted in
subsequent EPROM upgrades, whilst Rockwell-based modems never had this
EPROM bug.
