  OK  --- that is a specific statement that we can look at and analyze.
  In the current policy, there are two stages.  First the RCs tell the
  IC to have a referendum -- that has an effective quorum of 100%.  In
  the second stage, the *Cs vote on the proposed new policy.  That has a
  quorum requirement of 0%.

  In the current proposal on the table, there are three stages.

  In the first stage a group of *Cs initiate a proposed new policy. Note
  that the current policy is silent on where any new policy might come
  from. This initiation stage requires that the group of *Cs be at least
  5%. Since they are all proposing the policy, I don't know if that is
  considered a quorum or not -- it is a number required before the
  proposed new policy need be considered by the RCs.  That means that
  about 25 *Cs could put a new policy amendment draft onto the table for
  the RCs to consider.

  In the second stage, the RCs vote whether or not to put the proposed
  new policy to a vote by the body at large.  That vote needs  quorum of
  10% as written at present.  I think that you are saying you would not
  vote for this proposal unless the 10% were raised to 50%.  Fair --
  that is your opinion and you are entitled to it.   I was initially
  against quorum, but have been swayed that they have merit if not set
  so high as to be a bar to possible success.  Since 10% would be only 6
  RCs, I can understand why you might think it is too low.  Whether or
  not I now agree with you is irrelevant since you are one of the voters
  and I am not.

  In the third stage, the body of all *Cs vote on the new policy
  amendment.   That stage has been given a quorum requirement in this
  new policy of 10% which effectively means about 50 *Cs more or less.
  As I said, the current policy has no quorum requirement at this stage
  -- but if you feel that it needs one, then you should vote for
  changing the policy so that it does.

  What is the lower limit of percentage requirements that you feel you
  could live with in the new policy?  It is now 100% and 0%, with a
  proposal to change to 5% (new phase), 10% and 10%.  What say you?
